What is the name of your state? TX

I was discharged back in March 04. I reaffirmed one vehicle, but a lease vehicle was not. I was not asked to surrender it so I kept paying the lease payments. I contacted the bank in Dec and requested to surrender it. I did, and the bank froze my bank account. Is this legal? I had opened the bank account after the discharge. Maybe they are not aware of the discharge date? Is there some legal information I can take to show them that this is not proper procedure?

No. They cannot freeze your account. You need to get in touch with those who froze the account and let them know that you are under the protection of your bankruptcy discharge. Make sure you let them know that the leased vehicle was included in the bankruptcy and that you did not reaffirm the debt.
