What is the name of your state? RI

Recognizing that RI is an AT WIll employment state I am aware that employers can fire you for just about anything (except discrimination against protected populations). That being said, would it still be a breach of contract if the employer did not follow any of the policies in their Employee Handbook nor their own Program Policy and Procedure Manual? Of course their are disclaimers all over the EH which I guess is sort of a loophole - or is it 'employer may change at anytime'. Also, it states that the program would not change any benefits without written notification but they terminated retirement benefits and did not provide said notice. Is this legally acceptable?

I'm sorry but this is the first time I have used an online forum and I'm not sure what you are asking me to do. Do you meant that I shouldn't have posted questions under different topical headings? Cuz I was also wondering if 'interfering with a person's ability to perform their duties' constitutes harassment.

The problem with this whole thing is that there are so many grievences that I don't know what the root of the problem is. There are so many systemic 'malfunctions' in this organization and noone is holding these people accountable for anything. At the end of the day, people are content knowing that these kids have a bed, are not being physically abused, have food, and access to medical care. The insidious undermining of their developmental trajectory is occurring while the agency is professing to do the exact opposite in its mission! And people are either turning a blind eye, burying their heads, or content with giving lip service to perpetuate funding and keep these kids out of their neighborhoods. Everything in these girls' lives is a lie, noone really cares about them, adults cannot be trusted, and their destiny is sealed - this is what I have heard from them and witnessed. It's insane. Or maybe it is me that is insane.

An employment handbook is not a contract, particularly since you state there are disclaimers. Therefore there can be no breach.
