I placed an auction on eBay. Stop auction made a Buy It Now auction. May I refuse to sell item. I did not fully appreciate its value and I have taken no money. Bidder in a different state.

What do you mean by this? Only you can make it a buy it now auction.

Too bad, so sad. You have entered a contract to sell the item at that price. If you don't send the item, the buyer has the right to follow up with eBay and possibly put your account in jeopardy for being a non-performing seller.
