Does the Secretary of a cabinet level administrative agency (Dept. of Veterans Affairs) have the authority to issue a stay of a decision issued by a court (Court of Appeals for veterans Claims) while they work with DOJ in forming an appeal to Court of Appeals for Federal Claims?
