What is the name of your state? FLORIDIA

If the US Consulate issues a 3rd consectutive L1 visa for a total time longer than they should have and you enter with a I-94 correctly stamped giving you an 'authorized stay" which in total will mean you have stayed over 8+ years, who's at fault and what should one do?

You're going to be at fault for requesting a period of stay longer than the allotted 7 years in L-1A status. What was going to be your plan after the 7 years were up? Do you have a permanent residence petition pending through your employer?
