A city employee driving a "back hoe" went through a STOP sign and broadsised my daughter in her car. Lots of damage, car rental, personal injury including surgery and lost wages, medical expenses occured. The city is self insured and her attorney states this is a long process because the city attorney will ignore it until he files suit, there are "lots of hoops" to jump through. Even then he states it could take years to settle. Is this the reality of this type of situation?
