What is the name of your state (only U.S. law)? Massachusetts

A city employee driving a "back hoe" went through a STOP sign and broadsised my daughter in her car. Lots of damage, car rental, personal injury including surgery and lost wages, medical expenses occured. The city is self insured and her attorney states this is a long process because the city attorney will ignore it until he files suit, there are "lots of hoops" to jump through. Even then he states it could take years to settle. Is this the reality of this type of situation? How can this be processed swiftly, considering all my daughter has been through?What is the name of your state (only U.S. law)?

Injury claims where there are serious injuries ALWAYS take a long time. Government claims also always take a long time. Put them together, and she should definitely expect to be waiting several years for settlement.

That can't be done for injuries....even if there is PIP or med pay in place, that only covers medical bills and not pain & suffering.
