Auto Accident Claims (California)

I was just browsing different websites about auto accident lawyers saying that they can claim thousands (or millions) of dollars for personal injury claims related to auto accidents, for example, 5 million off of a $100,000 policy (or $750,000 from a $25,000 policy). I do not quite understand how this is done, or who you would claim money from. I know that you would first go after the insurance company for the party at fault, but what about the remaining 4 million? If this is done for the majority, if not all, auto accident claims, what is the incentive for paying a higher premium for auto insurance coverage? TIA

I believe what the sites say is they can get a JUDGEMENT for that amount. getting the money above and beyond the coverage amount requires sueing the insured. Board? Am I right that if a judgement in favor of the insured is in the millions (as these sites "claim" they can get) that it can be bankruptsied?

If they have a judgement against the person, then they already sued and won. If a person can't afford decent insurance then they probably don't have millions sitting around. They file bankruptcy, and get out of it.

If they have a judgement against the person, then they already sued and won. If a person can't afford decent insurance then they probably don't have millions sitting around. They file bankruptcy, and get out of it. To get anything over a million someone usually has to be dead, or close to it.
