Auto Accident, damages less than deductible

First of all - this is a Missouri case.

My son's car was struck in a parking lot. He backed out, had stopped, and was struck before he could start forward (after honking the horn I might add). He was struck by a vehicle backing out opposite to him. The car was struck directly in the rear passenger door. He has witnesses to all of this.

The problem is that the damage is less than his deductible. Am I wrong to think that it is useless to file a claim against our insurance company?

The other person's Insurance is giving us the run around. I am considering taking the at fault party to small claims court, or at least threatening this. Any suggestions ?

do not make threats make promises
write a letter to the person that hit your son demand they pay for damages include a copy of an estimate or have it fixed and include copy of repair cost (actual cost for repairs may be more than an estimate) give him time to respond if he does not then take him to small claims court
I have learned recently the other persons insurance company will give you the run around that is until you start putting things in writing once it is put in writing they take you seriously and always send letters return receipt
I was given the run around for 2+ months sent demand in writing return receipt and got results in 2 days
