Auto Accident On the job

I was Involved in an auto Accident In the State of Ohio.
I was employeed by my local Villiage, and was riding passenger.
I was taken to the local hospital, where I was treated and released. Then a follow up to to the family docter 4 days later and Diagnosed with whiplash, and and the State of Ohio denied the claim and are sticking me with the bills.

What am I to do since Ohio Breau of Workmans compensation wont pay for anything?
