auto insurance cancellation notification

When an insurance company lists a lein holder, and the insured person changes insurance companies, is it the responsibility of the insurance company to notify the leinholder of the cancellation of the policy they were listed as leinholder on?

If they fail to notify the bank is there any recourse when over a year later the new insurance company which never listed the leinholder on the new policy cancels the insurance policy 10 days before an accident in which the car was totalled and because they were never notified of the original cancellation, so did not know to confirm insurance on the vehicle.
