AZ - photo radar - letter to judge

Our 20-yr-old daughter was served with a photo radar ticket (after ignoring the mailed versions).

She has been advised to write a letter to the judge, asking for the citation to be dismissed due to lack of jurisdiction.

Can anyone provide more specific words or a sample letter for the judge?
