HUD standards of occupancy only apply to HUD subsidized properties. There is a suggested standard of 2 per room, but landlords are encouraged to create their own standards of occupancy. Mostly, your city or township decides what is appropriate. I have seen some where a girl above the age of eleven cannot share a room with a male of like age, but will allow another of like sex to share the room.
