What is the name of your state? California

If a person comes to the US under asylum, has applied for his green card but not yet received it, can he then go visit the country from which he is an asylee? (He wants to go visit his mother in Chechnya but he has asylum from Russia)

I'm not even 100% sure I'm using these terms correctly, but I hope the meaning is clear nonetheless.
