Bad Business Practice - Need Input Please

My husband wrecked his ATV during the Christmas holidays. We had insurance, & the insurance company paid the claim. We decided to order the parts, & repair ourselves because of the enormous labor charges. We were forced by the parts company to pay upfront for the parts. 3 months later, one of the parts has still not arrived. Every week they say "Oh, it will be in on Friday..." so we call of Friday & they say "Oh, it did not come yet..."
Well, today we asked for a refund for the price of the part- we are tired of waiting. We paid $105.77 for the part with a check & have the receipt. The parts manager said no, they didn't refund parts orders, we had to wait for it to come in. My husband said so cancel the order, I will pick up my money. The manager said "What do you want me to do, s--- the part?!" He said the order is cancelled, but we may not get a refund - at least not until after May 15. I doubt we get a refund at all, he was rude, cussed my husband, & hung up on him. He said it was rude of us to call each week to see if the part was in. (We live 30 miles away from the dealership, so they TOLD us to call!)He threatened to call our unsurance company b/c we didn't have it repaired at the shop b/c he didn't get the 4 hours of labor that was on the estimate for full repair. Our insurance OK'ed us doing that, but this guy makes it seem as if we are in the wrong.
I fully intend to register a complaint with the BBB (if I can figure out how - we have never done this sort of thing)but I don't know what else I can do to get our money back or to let others know what kind of business they have.Do you have any input? I know it is only a hundred bucks, but I am furious! Thanks!

You are headed in the right direction. You may want to write to the BBB in your area. (Try the phone book.) And you could write to the dealer and to the auto company and its local regional manager.
