Bail must be reasonable. Counties DO have established bail schedules, but these are generally for offenders that are booked in to the county jail. A judge is given a lot of latitude on setting bail in other matters. In my experience, $10,000 for a 'failure to appear' bench warrant is pretty standard.
And the judge is not required to listen to excuses. In fact, they hear excuses all the time. He should have had someone come in or contact the court on the day of his scheduled appearance. And unless he was arrested or in an accident and sent to the hospital, I doubt the court will care to hear his excuse.
