California, is it legal for the court to charge a bail fee to enter a plea of not guilty.

i live in calif. i just read that the bail must be posted if a not guility plea is made.monies will be refunded if outcome is in your favor..(guilty until proven innocent)oops do i have this backwards? ive never heard a judge request that but i guess it exists.
