Banker may have stolen my idea.

I met with a banker on 6/10 to discuss financing for a business venture. He indicated that I did not have substantial collateral to secure the loan, but asked if I could leave my business plan behind, so that he could discuss it with the president who was scheduled to be in Philly on 6/11. Made a follow up call on 6/11 and he stated that the president was unable to make it as he suddenly fell ill and said that he would further review it and get back to me by the following week. I had to call him on 6/17 on status and to request that my business plan be returned for next day delivery if his decision still remained. He asserted that he would try to return it for the next day delivery. Then, unbelievably asked if I must have my plan by 6/19? I then informed him that I would be in his area on 6/18 and will stop by to retrieve my plan. He enclosed a letter in the packet in which he asserted "Thanks for allowowing me the opportunity to review for plans." This was not our agreement. He was only to review for final consideration. What should I do? How can I prevent him from using my idea?
