I have a friend who was a convicted felon and has served his time. He has applied for a VA/SBA guaranteed loan to start a new business in Florida. He presented his business plan, has reestablished credit and has money to invest. The bank has hesitated to give him a loan because of his prior non-violent conviction. Can a bank discriminate in this manner? Is there any Federal or Florida statute (ADA or Civil Rights legislation, for example) that prohibits banks from discriminating in this manner.
