What is the name of your state? IN
I F MY LAWYER DIDN'T FILE THE EDUCATION CERTIFICATE IN THE APPROPRIATE TIME THOUGH HE HAD THE CERTIFICATE, AND THE CASE WAS CLOSED BECAUSE OF THAT, WHO IS RESPONSIBLE FOR THE FUNDS TO REOPEN THE CASE?

What has the Attorney said - admitted?

If they agree and take responsibility for the oversight, they'd likely agree to pay the court fee - and waive their fee.

If they don't agree...ummmm.

Need to have a civil discussion with your attorney...present whatever proof you have....and give them the opportunity to do the right thing.

If you can't make a logical and reasonable case to your attorney -- they're not likely to take any responsibility. Would you?

If you present your facts/evidence -- and your attorney doesn't come around: Tactfully let them know that you intend to file a grievance/complaint with the State Bar Assoc.

They'd much rather cover the court fee than waste serious billable hours on the grievance/complaint.

Keep in mind, if you can't prove fault -- you're just spinning your wheels.

Better to play nice with your attorney -- and get that discharge.

The bigger problem you have is that your case was closed and you didn't get your discharge.
It's not THAT much money to re-open to file the certificate with the court so you can get your discharge.
