New tennants have just moved in with 4 chiuauas (sp?). They are not tied when they are outside. They bark constantly in the apt., other than a cat-nap when their owners are gone from the apartment. We cannot walk through the yard withour the dogs coming at us. I have a golden retriever, the first and last walk through the yard the 4 dogs were at her barking/biting at her. I would have never came through if I had known the little *#*#*# were there, they were in the garage. The landlord will not do anything.What can I do? Arn't the dogs supposed to be on a leash? The only thing I can do is ask them to put the dogs in if they are out whenever she has to go potty. And we will be walking around the block from know on to get into and leaving our apt.

Call your city /county govt center and ask if there are local Leash laws for your comunity . As well as if there is a limit as to the number of dogs /cats a household may possess . If there are call the police when they are being violated . And ask for a file number for referance in future should you have to document this problem .
