I have endured a neighbor's constantly barking dogs for two years, notified him by mail, telephone many times with no results. I have filed two complaints with the County animal control folks and they found him guilty but waived the fine because "he was trying to control the problem". I've filed another complaint (they said they wouldn't waive the fine again) but in the meantime I am going insane. My only hobby is enjoying my yard and I can't even go outside anymore. I am really getting very depressed over this and considering spending whatever to hire a lawyer. I am desperate. PLEASE HELP with advice!!
