Being expeled for health problems

Our technical school has black mold which is being removed by professional cleaners. This is probably going to take two to three weeks according to the staff. One student has a breathing disorder has had to repeatedly use inhalers and even leave early a couple of days. She now has a doctors excuse to be absent until the mold is removed but the school is telling her that she will be dismissed if she doesn't attend class until a waiver is approved by the school administrators at the main campus. Can they force her to attend classes or expel her even though she has a documented health problem caused by current conditions in the school.

It might be difficult to prove a DIRECT correlation between the mold and the breathing disorder. If she had the disorder prior to coming to the school, it could be exacerbated by anything. If she provides the school with a medical documentation, though, they should either provide her with a remedial or homeschooling-type option.

What kind of program is this? If its a necessary to be in class type of course, like medical training or truck driving, then she may HAVE to put in the hours. Nobody can FORCE her to attend, though. It's not a gun to the head type of deal. She can choose to withdraw until the problem is dealt with, or light a fire under them to get the waiver done.
