my mother was beneficary on my brothers insurance along with his daughter..my mother passed away after my brother but before the insurance paid..should the money have gone into her estate

The answer depends ENTIRELY on how the beneficiaries are listed on the policy. If they are successor beneficiaries then no. If they are separate beneficiaries then yes.

The executor of mom's estate needs to look at the policy or contact the insurance company for a copy to determine which case this is.
