What is the name of your state (only U.S. law)? CA

Our employee’s health benefit amounts are split equally between all employees regardless of how many dependents an employee has. Our company pays $14000/yr per employee for health benefits. My cost of yearly benefits is much lower than the allotted amount and should be free. However, I am required to pay $1200/yr to help pay for other employees to have a lower benefit payment. Our union has approved a composite payment plan instead of a tier plan. Is this legal?
