In California. I am interested in buying a single family home that is set to be actioned off at a Trustee's sale. Is it true that I would be buying the property free and clear? Do all other liens on the property get eliminated once a property has reached this stage?

Yes, you should because the property is being sold on an "as is" basis. Any liens would be cleared but there could be deed restrictions, easements, encroachments, reservation of mineral rights etc. (need a survey to determine encroachments)
Also get a home inspection, termite inspection etc.
