I have gotten myself into a big mess here, hopefully someone here will be able to help me. I am currently in the United States Army, stationed in Germany. My state of residence is Arizona. Ok here is the problem, I loaned a fellow solider a sum of money ($400), having him sign a contract that he would pay the total amount in 3 months. If not there would be a significant amount of intrest accrued ($50 per month that he was late). Then after a few payments he was kicked out of the army, and is currently liveing on the Germany Economy. He is still an American Citizen and still pays Taxes. I am getting ready to leave Germany in a few months (53 days to be exact) and would like to see if there is anything that i can do before i leave here. Any help would be greatly appericated here.

You need to contact your base legal division. If he is no longer in the Army, you only recourse may be to take him to court in Germany. Because he no longer resides on U.S. government controlled property, no U.S. court has any jurisdiction over him.
