A vehicle accident occured a couple of weeks ago involving a bicycle and a car. The 16 year old bike rider could not stop at a stop sign because he couldn't get his foot disconnected from the pedal (the shoes clip into the pedal). He was going about 15 mph and ran the stop sign, running into a moving car and damaging the passenger side back door. The driver of the car did not call police and get a report because he didn't want to cause his insurance rates to go up, but wants his car fixed. What liability does the bike rider have? Thanks for your help.

bikes are required to follow the same rules of the road. Biker is responsible, pay to have the car fixed, and the bike pedal while you are at it. Anyway, don't those bikes have hand brakes??

Yep, he failed to stop at the sign, so based solely on what you posted, the rider is 100% at fault. The driver of the vehicle can submit the claim through his insurance company, and the insurance company will worry about getting their money back (as well as the driver's deductible). There is no bike rider's insurance policy, so I wouldn't recommend waiting until the bike rider has the funds to pay for the damage himself up front. Know what I mean?
