Billed for service under contract

I live in NY state, Iam having a problem with an oil company in New Jersey. How do I find out what jurisdiction I should file a small claims suit?

Depends on what the circumstances are:

For example: if the dispute is about oil deliveries or billings to an address in New York, your suit should be there. However, if the dispute is about delivery or billings that occur in NJ, it should be there.
