What is the name of your state (only U.S. law)? Kansas
I went on a HVAC service call at a home with two small barking and growling dogs.

The home owner opened the front door and I steeped in to the area by the front door. The home owner did nothing to restrain the dogs. I quickly walked by the dogs and started down the stairs to the basement.

One of the dogs chased me half way down the stairs and bit the back of my leg. It didn't break the skin and did not hurt. It happened in the past and I didn't want to make a big deal out of it at the time and do not now either.

What are my responsibilities the next time I'm in a situation with dogs. I have to deal with them more than one might expect during service visits to homes. Anything form ankle biters to crotch sniffers. ( A real joy while I'm talking to the H. O. ) Amazing how many just don't control their dogs.

We have to walk a fine line with dealing with pets and demanding the HO puts them away. We are a service provider and need repeat business to survive.

Second question, if I enter a house unaware that there is a dog, and get surprised, what legal action can I take if I'm injured and need medical treatment.

Ask politely if they can keep the dogs away.

Any dog owner that will let unrestrained dogs jump on or bite a guest or worker is irresponsible.

I have the same problems at work. I was even attacked and bitten by a german Shepherd not too long ago. When I go to a property with dogs, if the dogs are at all a problem, I kindly ask the owners to put the dog away. I go no further until they do. You do not need to risk being bitten. If you are, call the police. Dog attacks are very serious and you may be saving someone a lot smaller then you the next time.
