Oregon - Is it ever legal to blacklist a person under the age of 18 in order to prevent them from entering a religious establishment?

Oregon - Under what circumstances if any? What if the blacklister has no evidence against the person in question, and is there nothing that can be done legally against the blacklister since it's a religious establishment?
