we are a small group of rental property owners in pennsylvania who want to create a list of tenants who were evicted or moved without paying their rent or damaged our properties can we legally do this? what if we included all tenants good and bad?

Check with local attorneys. You can certainly compile a database of those with judgments. And, there's nothing per se illegal about compiling information. Again, check with counsel on the parameters and use of the info.
