I live in a New Jersey apt, and have given notice to my landlord that I am vacating in a few weeks. Amongst my move-out responsibilities are to clean the carpet and replace all blinds intact, or a $50 carpet cleaning fee and a $16-per-blind replacement fee will be deducted from my security deposit. I have lived here for 6 years, and when I moved in, the carpet already had discoloration stains and was noticably worn in some areas from the previous tenant(s).
In addition, the blinds were already dry-rotted, and over the course of 6 years, a slat or 2 has snapped off at the ends. I documented these observations on my move-in inspection form the day I moved in.
MY QUESTIONS: 1- how many years is an apartment complex permitted to keep the same carpet without replacing it for the next tenant? (I don't feel I should be responsible to pay to clean something that should be thrown out.) 2- am I responsible to now pay for brand-new blinds for the next tenant, when these blinds were already on their last legs at the time I moved in, simply due to normal contact with something that's dry-rotted?
