If a Board of Directors of a timeshare homeowners association are not performing their duties and conducting meetings properly, who oversees them?

If a Board of Directors of a timeshare homeowners association are not performing their duties and conducting meetings properly, who oversees them?

The members of the HOA are the watch dogs. It's their job to perform the due diligence on the board (if they care) and to replace the at the next election (or sooner if the by laws permit it) if they feel things aren't being handled to their satisfaction.
