The board of directors at our condominium complex are not enforcing the pet limit allowance written in our rules and regulations. The CC&R’s state that only one pet per unit is allowed. Several complaints have been addressed to the board about an owner of a unit who has between 3 – 5 dogs in their unit. The board has no intentions to act on the violation of pet limits. The board contends that other association members have more than 1 dog in their unit, and there haven’t been any complaints until now. Three of the five board members themselves own and keep two dogs each at our complex. The board has indicated that they plan to rewrite the rules concerning pets. What can association members do to have their rules and regulations enforced at their complex? Also, can association members challenge an anticipated new rule change without their vote?

**A: The HOA members can hire their own attorney to send a demand letter to the board.
