What is the name of your state? Michigan

I have two bonds/agreements to serve for Company B:
1) The 1st is to serve for 7 years from year 2010, in exchange for payment to Company A for tuition fees
2) The 2nd is to serve for 2 years, in exchange for salary during my professional training from 2013 to 2014.

I've moved to Company C (year 2019). Company B is now claiming for liquidated damages for the salary during my professional training.

Can my service for the above 2 bonds to serve Comapny B run concurrently?

What factors may cause the service start date for 2nd bond to differ from that stated in the agreement?

Is the period of my professional training calculated as my payback service for the 1st bond? I took training leave for the professional training.

Is Company B's claim valid and what action could I take if invalid?

Everything depends on the specific wording of your contract. Since contract review is beyond the scope of these forums (really, we're not allowed to review contracts here), you will have to get your contract reviewed by an outside attorney.
