What is the name of your state (only U.S. law)? Oklahoma , we bought a 2004 Sentra for $1000.00 we received a bill of sale but not the title the owner said she would send it in a couple of weeks but it has been 2 months and no title when we try to call her she hangs up what should we do?

Handing over the money without title in hand. How stupid.

You got scammed.

Do you even know who this person really is, where she lives, or did you buy the car in a parking lot somewhere?

Maybe the car is stolen.

I think you are screwed.

All I can tell you is to take your bill of sale to the nearest Tax Commission office and ask what to do.

I've skimmed the title laws and haven't found anything that covers this though there might be something in their secret procedure manual.

Many states allow people to post a bond to get a title. I haven't found anything like that for Oklahoma. You might have to relocate to another state that has that available.

Was the bill of sale signed by both you and the seller?

You should visit your local DMV and have the DMV do a VIN search. Take with you the bill of sale. Good luck.
