Breech of contract on an automobile loan

What is the name of your state (only U.S. law)? I live in Nevada and my nephew lives Oregon. He sold me a car. I agreed to make monthly payments until it was paid off. He put a lien on the title of the car. I paid it off in full and he mailed me a bill of sale. I went to the DMV to get the title in my name. The DMV said I needed a notarized lien release. I told him what I needed, even sent him the form he needed to sign and notarize. It has been over a year and still nothing. I want to get rid of this car and purchase a new one but I don't know what to do with this car. I park in a parking garage and have nowhere to store it. It is still running but becoming old and unreliable. I understand it is a breech of contract but with him living in another state I am unsure on how to proceed like in small claims court or something. I would even be happy to junk it to get it taken care of. I don't have a clear title and need some advice in going forward, all suggestions would be greatly appreciated.

Then I suggest you call every junk yard in town until you find one that will come take if off your hands if you give it to them for free.

Because, otherwise, you are between a rock and a hard place, and you would have to travel to Oregon to sue your nephew for your money back on the grounds that he won't give you good title.
