Brohters wife took the kids

My brother, his wife and kids live in Arizona. They all came out to CA for my wedding, when they went to leave his wife decided to stay with here family in san diego with the kids, she was supposed to return in a week. It has now been almost a month and a half and she wont return or give the kids back. The are now seperated. His wifes family lived in Gaudamala for many years and my brother is worried that they will take the girls out of the country. What can he do to get his kids back. She took them out of the state and will not return them. Which state has jurisditcion? What form does he need to file, and can a family member go get the kids and bring them back to him.

Since they had all been living in AZ and were only "visiting" CA he can and SHOULD file immediately in AZ!!!! He needs to file for divorce, joint-legal custody, full or at least joing physical custody and a cluase proibiting her from moving the children to live out of the USA!
Your brother needs to get himself an attorney NOW............

Thank-you for the advice. My brother has just gone to San Diego to try to see the kids. Being that there is no order right now on who can have the kids, he could go to her parents house and just take them back, yes? Is there anything she could do to stop him?
