Ameritrade has a policy of charging a $25 early distribution fee to Roth IRA account holders under the age of 59 1/2, even if the amount withdrawn is a penalty-free amount allowed by the government (i.e. it is equal to or less than the total contribution amount). How can this be legal? Isn't this some form of age discrimination, since the government has no such law?
