My little brother (age 17) was busted for smoking marijuana with his friend at his friend's house. The friend's mother signed document taking responsibility for both of their actions so they don't go to jail.

Generally speaking, what are the repercussions for first time offense? My mother was told that both my brother and mother need to go to court in front of a judge.
