Brothers Disagreeing on sell of home

Two brothers have a home in their name from their mother. She did this before she passed away. The verbal agreement was for the brothers to sell the home when she passed away. She has passed away, and one brother wants to sell, and the other does not, and will not buy the other brother out. The one brother needs the money. Is there any legal action that can be taken to force the sell.

The legal action is called a petition to partition.
