hired friend to be contractor on building an extension on my house.
He said budget was low and he needed more money, I refused,
he stopped paying his subs, and at this point, he has over $13,000.00 of my money, the contract is broken, he refuses to return any part of it.
He does not have any substantial assets, and there's not much
to sue him for, I MUST do something to get back at this SOB.
What recourse do I have.

But I still do not have an answer to my question on suing
someone with no visible assets.
But if you do, why not educate us all.

Look pal, if Homeguru is asking for the state you live in it must have some relevance to his response. Quit being a jerk and tell him what state you live in.
