Hello, I am from Massachusetts.

My friend runs a construction company and from time to time, he would bring home pieces of wood, brick, shingles and some sheetrock etc., so his backyard has pieces of that laying around. He doesn't drive any huge construction truck that makes noises, only a Ford F-150, so he is a pretty quiet guy, doesn't bother the neighbors. Though recently, one of his neighbors complained that he had construction debris and material in his backyard.

The compliance officer told him that it is a residential area and that he cannot have all the construction material in the backyard, although it isn't all that many.

Is this really illegal? What can he do about it? Does he really have to remove all of it? It's not like his construction material gets thrown to the street or scattered everywhere, it's placed on the side of his backyard.

Apparently, per the compliance officer, your friend is NOT in compliance with the local rules/laws.

What can he do about it?
Clean up his property and bring it into compliance.

Does he really have to remove all of it?
He has to remove enough to bring his property into compliance.

It's not like his construction material gets thrown to the street or scattered everywhere, it's placed on the side of his backyard.
And clearly it should not be.
