Buying a car off eBay with only a bill of sale

I'm looking into buying a car off ebay (from AZ) that is being sold as a "parts car only" because it doesn't have a title, but the seller is willing to provide a bill of sale. What would need to be done to get a title for this car?

From what I can tell, the seller has a junkyard full of cars that they are trying to get rid of. I know when it comes to MN junkyards, most titles are marked as "salvage" or something along those lines. Making it very difficult to get a new or clear title. Which brings up another question, if this is a junkyard car, can the yard owner legally give me a bill of sale, since they are not technically the last registered owner if the vehicle?

Any help would be greatly appreciated.

Since when do you need a title if you're only using a car for parts?

That's the thing, I don't want to use it as a parts car. I actually want to title it and drive it on the street. The problem is, it's being sold as a "parts car" but there's really nothing wrong with it (other than not having a title).

This will become an endless pit of money, time, and frustration for you. Find another car that has a clean title and is not 1,8000 miles away.
