I have a class E felony conviction (D.W.I.)from 9/94.
I'd like to find out if I CAN PURCHASE A HOUSE.

Yes you can but only under certain conditions. If you need conventional or government insured financing vis a vis a mortgage loan, the standard application may have a question such as "have you been convicted of a felony/" Most lenders will have a problem with your "Yes" response.

If you buy "all cash" there is no restriction. There are various other ways to buy real estate without qualifying for an institutional mortgage such as via seller financed transactions. Ex. land sales contract, non-qualifying assumable loan, lease option etc.

A good Realtor experienced in creative and Seller financing is someone you should work with.
