What is the name of your state (only U.S. law)? Illinois

A proposed bylaw change was presented at the April regular membership. The Executive Board reviewed it at their next meeting, but made no recommendation. At the May regular union meeting there were passed motions to send it to the EBD and motion to recommend denial of the by law proposal.

According to the bylaws:

“The proposed amendment(s), including any amendments thereto, shall be reviewed by the Executive Board at their regular or specially called meeting. If the Board decides that no further action is necessary, they shall be authorized to order the mailing of the ballots, in accordance with (d) below, without further delay. However, if in their opinion, the proposed amendment is considered detrimental to the Local Union, it shal be returned to the next Local Union meeting for reconsideration with their recommendations. If the majority of those present vote to support the Board’s recommendations, then the proposed amendment shall die.

Conversely, if the majority of those present vote to reject the Board’s recommendation, the proposed amendment shall be prepared for mail ballot vote….”


Because there are no amendments and the EBD already has made no recommendation, does it go for out for the vote? Or, does it go back to the EBD for more discussion?
