I am an active duty service member stationed in Germany. I am moving to CA to my next station in 2 months. I have been negotating the purchase of an AR-15 Varmint style rifle. After reviewing many of the CA laws they determine that this is a "assault rifle" because it uses 1) magazines capable over 10 rounds, and its 2) centerfire with detachable magazine with A) a conspicuous protruding grip.
It's obvious that even though its designed for accurate slow target shooting (weighing over 12 lbs!) its still an "assault weapon" according to this law. However, I realize this argument won't go anywhere in a court.
In one of the subsections it mentioned that when repairing a registerred assault weapon you must make sure the shop owner has a CA Assault Weapons Permit...
What stood out to me was the mention of the Permit.
I cannot find any information ANYWHERE on how to obtain this permit, is an additional identifier to a Federal Firearms License? If I had this permit would I be able to possess my rifle in my home and still take it to ranges in my locked case in my trunk like I normally do?
Are there any exceptions for active duty military members using privately owned weapons like mine not in accordance with duty?
(It's frustrating when I can drive down residential streets with a turret mounted 40mm Mk-19 Grenade Machine Gun at work, but I can't go out into nature and shoot clay/paper targets with my 5.56mm pea shooter on my days off.)
