What is the name of your state? NY

My nephew is 20 yrs old and last year was rushed to the hospital in an ambulance. He didn't have any coverage, and had to sign forms taking responsibility for payment. He never paid this debt so the hospital turned it over to a CA. Recently, his mom received a phone call and letter from the CA stating that they can hold her responsible and collect this debt from her. She explained to them that he was of age, and she had nothing to do with the debt, also mentioning that her name was not signed on the forms. They got very nasty with her telling her the law in NY state says he was still under age, and she is responsible if he cannot or will not pay this debt. Is this true? TY
