State CA,

Friend has been leasing AN apt for 2 yrs. Carpet and drapes are about 15 years old. Friend had been asking landlord to change. refuse's. Friend does not want to move apt walking distance from job. Are there any laws which state landlord must replace carpets or drapes? After a certain time period

Tell Friend to shut his damn mouth.

Being walking distance to a job is a godsend...

So instead of bitching and complaining OFFER to have the landlord increse the rent if he would put in new carpeting and drapes....

Because all the friend has to do is piss off the landlord and gues what...NO RENEWAL LEASE!

Then what? how will your friend get to work?

No....however, there is a carrot/stick theory friend might utilize....offer to sign longer term lease and pay 1/2 carpet/mini-blinds costs. If owner agrees, see if costs can be amortized over length of term of new/longer lease.

Unfortunately, the "rental market" dictates this type of replacement and in desirable/prized areas, there is little leverage for tenants to utlilze except not signing the lease originally.
