What is the name of your state (only U.S. law)? California

Making a left turn at a busy intersection.
There is no turn lane, waited until light turns red to turn.
Persons run red light talking on phone, and we have a collision.
The two driver side collides. Called the cali police,
but they would not come. So what is Cali law, who do they see at fault.
I am driving a rental car that I had daily insurance.
Your help in informing is greatly appreciated.

So let me get this straight: You both run the red light and crash into each other and you want to know if one of you has more fault than the other? Sounds like a wash to me.

Hi cyrano2u,
I am glad that you have not serious law issues with your driving. Yes, we all know that in some cities police don't react promptly and they are not totally by the book. We all sometimes do mistake in traffic, sometimes even with own free will, but if does not represent danger to other drivers and people maybe we should not get punished every time. But, nobody knows where exactly is border between driving with little more freedom and total chaos. If you're worried you have all rights to be. On the other side, our life would became boring if we should lived totally by the book.
